The 2009 Blue Book of Basic Documents, which contains the Constitution, Bylaws and Policies of Girl Scouts of the United States of America is now available. This document also includes Credentials, Criteria and Standards for an Effective Girl Scout Council, and the Congressional Charter of Girl Scouts of the United States of America.
While this makes for somewhat dry reading, this document clearly spells out Girl Scout policy for anyone who reads it.
